I asked CCBill about spreading the payment over 5 periods and received the following reply. If what you say is correct, it would appear that CCBill are not treating everyone the same.
We understand your concerns, however, the only payment option available for you is to pay the $500USD fee for MasterCard in one lump sum, which will be automatically deducted from your account. If you do not wish to keep MasterCard as a payment option, please reply letting us know.
