I got the same reply from CCBill when I asked to spread the payments. It clearly is limited to clients where the weekly, or agreed minimum, payment is less than $500.
Some clients use three billing companies and are having to pay the $500 for each one. Someone, somewhere, is making and awful lot of money out of this. I would suggest that is way more than the supposed "high risk and more a case of profiteering! 100,000 clients (?) is $50,000,000 per annum!
