It's very easy to change the default page that affiliate traffic is redirected to by CCBill. You just send all that traffic to the start page of the leak free tour.
THEN once it's all in place you send an email notice to all your current affiliates announcing the new leak free tour.

One thing Toby left out is that you could put in very small text on your index page under the webmasters link that "The Affiliate Tours are Completely Leak Free". Lots of webmasters will check out a tour by typing in the url.... and most webmasters won't touch a tour that has any traffic leaks on it.
