Porn ID checks set to start in April 2018

This line from the UK law looks problematic to me. How do they define "on a commercial basis"?

The age-check requirement applies to any website or other online platform that provides pornography "on a commercial basis" to people in the UK.

I also think a similar law would have problems passing Constitutional muster here in the US.

What I see happening... Free sites will be unaffected, as they aren't "commercial" in terms of charging for access. But pay sites will have fewer peeps viewing their tours, as peeps will not be willing to expose their credit cards just to take a look.
